Roslyn R. Bilford

Roslyn R. Bilford, 95, died Thursday at Crouse Hospital. Born March 9, 1923 in Port Chester, NY she had been a resident of Syracuse since 1953. She was a graduate of Russell Sage College and then earned her Master’s degree in public health from Yale University.

From 1969 to 1975 she worked for the CNY Health Systems Agency; from 1975 to 1992 she was the director of The Metropolitan Commission on Aging where she was instrumental in developing programs to assist seniors to remain independent and live vital lives. She was a founding member of Meals on Wheels in 1959; a member of the steering committee that founded Hospice of CNY; a founding director of the CNY Alzheimers Association; and a founding member of the NYS Home Care Association. In 1978 she was appointed to the Governor’s Council on Home Care Services. In 1989 Governor Cuomo appointed her Chairperson of the council. Nationally she was a board member of the American Lung Association, and The National Alzheimers Association. Roslyn was honored as the Syracuse Post Standard Woman of Achievment, All Time Woman of Achievment, and many additional honors throughout her incredible professional career. Her many voluntary organizations included Oasis, Menorah Park, The Syracuse Home, BC-BS of CNY, Syracuse Jewish Federation, and Syracuse Jewish Family Service

Her husband Herbert died in 1993.

She is survived by her children Hillary, and Howard.

Funeral services will be at 11AM on Sunday, at Sisskind Funeral Chapel.

Friends may visit with the family immediately prior to the service on Sunday at the funeral chapel, 3175 E. Genesee Street. Private burial for the immediate family will be in the Congregation Knesis Tifereth Isael section of Riversville Cemetery in Fairfield, CT

Contributions in her memory may be made to Hospice of CNY; The Jewish Federation of CNY; The Jewish Community Foundation of CNY; or The Visiting Nurse Association (now known as Nascentia Health). www.sisskindfuneralservice.com

My deepest sympathy to Hillary and Howard. Your mother Ros was a shining star and gift to our community, countless numbers of people and to me. She enabled our OASIS program to launch and thrive in Syracuse. She provided me with support through numerous difficult times since 1997 when I met her at Upstate. Ros taught me many things, shared her wisdom with me. She was a brilliant, beautiful woman who led OASIS to becoming the strong organization it is in Syracuse today. She will be deeply missed.

When I was appointed as the first Administrator for the Oswego County Office for the Aging, Roslyn was far more than a peer. She was a mentor, an advisor and above all, a friend. To her children, Hillary and Howard, I extend my deepest thoughts and sympathies. Roslyn was truly inspirational.

Hillary and Howard, Your mother made our family gatherings and celebrations lively, interesting and fun. My sympathies to the family of Ros at this difficult time. I have been the foundation director of Syracuse Home/McHarrie Life since 1995. It is my pleasure to staff the board of directors and committee meetings of which Ros was a part. Ros was an exceptional person, a woman ahead of her time. My thoughts are with her family.
